To get the affidavit of freedom to marry in Thailand, each country has its own procedure. Usually, the document is issued by your embassy. However, your embassy might ask additional documents from your home country, such as affidavit from a court. You should contact your embassy about this matter. Normally, you should first obtain the affidavit of freedom to marry at a court of law in your home country. If this is not in English, you should then get an official English translation which your Embassy in Thailand will recognize. This done, bring the original and the translation to your Embassy in Thailand, and ask them to countersign/notarize the document. This is just a general suggestion.
